If we want this to be the site of genericizing work, then we should call it "18F/health-tracking-course".
If we want this to be an authoritative site for ultimate handoff to CMS, then we should fork into "18F/health-tracking-course," and do our genericizing work there.
We do not want to end up in a space where we're trying to sync these efforts across repositories. Either way, we're indicating a fairly clean split.
