Introduce better labels

I think it's good to have better labels and start to use them consistently. I introduced labels for each tool (ResourcesBot, TranslateODT, CorrectBot) so that it's possible to quickly filter what needs to be done for the specific tool.
I just added another label `infrastructure` which applies to this very issue as well.

What other labels do we need?
