[BUG] Explosions doesn't work with permission mode "build"

Short Description

Explosions don't deal damage in build mode even with damage permission enabled. In other modes, such as "none" or "battle" they work correctly

I've tried a couple of times to reproduce this since this issue was posted, but I haven't had any luck. Does this problem still exist for you?
