Launcher/Manager for PyAres Services

Some way in ARES and/or the launcher to manage (start, restart, stop) pyARES services. I see this as being particularly useful for systems making more active use of pyARES devices, but also helpful for the other module types.

My vision for this feature likely is heavily integrated with the ARES Launcher and potentially the marketplace system. Ultimately I think the launcher will expand pretty heavily from it's current form to include both this and the marketplace management system. My goal is that eventually we'll build repositories that house a lot of default tools (devices and planners especially, but perhaps some analyzers as well) that the launcher will have a tab dedicated to browsing. Users can browse what is available from official ARES sources and have a one-click download process that makes running common planning algorithms or common devices easy.

That being said there's some other items that are understandably prioritized over this, but I would like to address this in the not too distance future.
