ARC-034: Applications V2 API

New API should be created for applications that allows for several new features and optimizes databaes storage. Also should implement a new permission based authentication system.

Acceptance Criteria

• Should have a new v2 applications api that redesigns the applications to be more of a user profile that they send to other servers.
• Stores info such as, bio, experience, skills, age, Personal info/quirks etc...
• Should have user based authentication, only the user can edit applications since it is used for multiple servers

future ideas

• Implement an ARC API and arc lib (ARC-NETWORK) so that all other implementations of the project can also see if a user is actually telling the truth abouit their experience: Current server mods and managers can verify users
