What Copado does in that case is to finish successfully (because the deployment was completed) and send an email to the user so they can merge GIT manually, with a message:

"Deployment 'a0Q3X00000oKoiGUAS': Changes detected in target branch 'int' after promotion branch 'promotion/P04590-DeployP04590fnunezintegration1' was created, please recreate promotion branch out of the new target branch state. "
