Migrate to the new architecture

We generalize to the concept of "local hotsite" and "local WebService", so Colombia will be a instance in each service.

1. Create git repositories WS-local and site-local
2. Create generic abstrations for WS-local
3. Create site controler for local.addressforall.org/{country} URI, and a "hub of locals" at local.addressforall.org.
4. Transfer WS-CO's SQL sources to WS-local, at /src-CO folder
5. Transfer WS-CO's site sources to site-local, at /default/CO folder
