Before flipping PEAR_OBSERVER_STREAM on anywhere: one hosted smoke — live #general message with no locally-attached worker arrives via the stream; kill the stream and confirm silent fallback to polling; restart and confirm cursor resume without duplicates (reconcileMessages dedupe).
