Observed: focused route tests and other package checks pass; CI previously completed the package.
Owner: relayfile. Reproduce with a bounded verbose run, then identify whether this is a pre-existing fixture/server lifecycle hang. Do not treat a passing isolated rerun as proof under full-suite load.
