I'm coming to you more in a question if you didnt experience the same issue as I am trying to solve...
I have modified this git project to automate buying all free games and subitems for games.
At the end the solution is same as your in https://cart.production.store-web.dynamics.com/v1.0/Cart/purchase?appId=BuyNow the only difference is that i dont fill payment items in POST data.
This is exactly same as if I sniff network transfer doing purchasing (of free items) from xbox website via browser.
However neverless i do i identical as browser (which is kinda identical what you also do), this single enpoint alwaya returns status 423 with no content.
If you actually (out of your curiosity) curious about this, you can try to create python script only to purchase ANY free game (any game) item... which at the end is only simplyfing this project out of any payment processes.
So my quesiton actually is, if during the developement of this project you havent encounter the same issue that this endpoint would ever return status 423... I am trying to figure this out for weeks and I am highly desperate :(
