Tooltip placement

Is there any way to make tooltip be shown at the bottom of specified field? I want them to be shown at the bottom of inputs, I sign placement for them as BOTTOM, but on screens with many input fields problem is appears. Some of tooltips are shown at the bottom, and some of them shown on the top of the input.

Somebody knows how to solve this problem?
