Tooltip appears over other windows in other screens

I have my sidebar diagnostic setup to be on my right, on my 3rd monitor.
But this tooltip for sidebar appears on my first monitor, on the top left. it goes away for a short while if i hover over the icon in the taskbar (which i assume is where it should normally appear) but it ultimately returns
