System asks where 'the person that enters' is but the person reporting may be at a different address

additionally Canada was not affected by Maria and shouldn't be ok? ??? ie should it be restricted to the area from NWS? or FEMA? or ???

Restricting area to a specific zone requires geofencing, which is tricky to get right. I've been thinking we should have a map center point stored for each disaster record, though, and we can extend that with a radius - anything within $radius from $map_center is okay, anything outside isn't.
