Add GitHub Actions auto-labeling based on changed paths

Problem / Context

PRs currently get no automatic label based on what part of the codebase they touch (e.g. src/services/Soroban -> smart-contract label).

Proposed approach

Add a labeler GitHub Action mapping path globs to existing labels.

Acceptance criteria

• Trial PR touching a mapped path gets auto-labeled correctly
• Mapping documented in .github/labeler.yml
