Add performance regression testing to CI

Problem / Context

There is no automated check that a PR doesn't significantly regress key endpoint latency.

Proposed approach

Add a lightweight benchmark step in CI comparing key endpoint latency against a baseline, failing on significant regression.

Acceptance criteria

• CI step runs on every PR
• Baseline is stored and updateable
• A deliberate regression fails the check in a trial run
