Bug: Entire Party update but not in area

When completing fates solo, noticed that it updated for all party members.
No other party members were in the zone.

The code is written in a way that does assume that everyone in the party is participating in the FATE/Map. Splitting off and completing a FATE solo while in a party is is a test case I hadn't considered. (I assume you were FATE farming in Bozja or something?)

I'll see if there's an easy way to check for participation and only update the corresponding members.
