Publish Policy Toolkit as NuGet Package(s)

Proposal

Are there any plans to publish the policy toolkit as one or more NuGet packages? I’d like to use it in client projects, but the absence of an official NuGet package is currently a blocker. Having a published package would significantly improve adoption and ease of integration.

It seems like the same thing always happens with APIM. An initiative is launched, but it gets zero support. In the previous CI/CD policies project, I already made a contribution and waited over a year without any response. What's the point of publishing this toolkit if it's not going to be released on NuGet?

Adoption is unnecessarily impeded by requesting end users to maintain the responsibility of building, versioning, and distributing the package. Just because your customers can, doesn't mean they should.

As it was mentioned, this is not the first rodeo for a similar type of APIM project, so I'll quote Ron Swanson.

I just tried this project to evaluate if we could use this. Currently the only blockers are that it is not a nuget package and there are missing features like policy-fragments (already merged, but not released yet). I could compile the project myself with the feature, but let's be honest, this is not the way it should be. This really should make its way to nuget and get the proper support it deserves.
