Migrate npm feed references from azure-sdk-for-js-test-autorest to azure-sdk-for-js

Summary

The azure-sdk-for-js-test-autorest Azure Artifacts npm feed is being retired. All references should be updated to use the azure-sdk-for-js feed instead.

Old feed

New feed

https://pkgs.dev.azure.com/azure-sdk/public/_packaging/azure-sdk-for-js/npm/registry/

Context

We are updating references in microsoft/typespec#10081. This issue tracks updating any remaining references in azure-sdk-tools (pipeline templates, scripts, etc.) that point to the old feed.

Please search the repo for \�zure-sdk-for-js-test-autorest\ and update all occurrences to \�zure-sdk-for-js.
