Write more detailed document for diagnostics in TCGC

We should provide separated docs for each diagnostic, explaining including but not limited to:

1. why we have this diagnostic
2. how this diagnostic is triggered to report
3. what you should do to "fix" it

By adding this doc, we should make the customers more easier to self-serve
