Faulty notifications: sync fails but notification says success

Actual process and outcome:

Sign in to Azure using vscode (success)
Command palette for "Azure Terraform: Push" (success?)
Notification (toast) appears to indicate a success (see image 1)
Command palette for "Azure Terraform: Plan" (failure)

Image 1:

Expected outcome:
The push has actually failed so it should indicate that is the case

Additional:
Separate fault (but related data)

Command palette for "Azure Terraform: Plan" results in the following fault

Requesting a Cloud Shell...
Connecting terminal...
Error: Error: unable to verify the first certificate

I'm running into this same issue and wanted to link to another thread that might be of help. At the very least could lead others to a definite solution if one gets added over there.
