1. Write a storage migration script/function.
2. Map legacy Admin to SuperAdmin role.
3. Run migration safely.

• Code compiles and adheres to Soroban/Rust/TypeScript best practices.
• Unit tests cover both happy paths and expected error states.
• All CI/CD pipelines pass successfully.
