Investigate `QUDARapTest.QEvt_Lifecycle_Test` failures on shared GPU runners

`QUDARapTest.QEvt_Lifecycle_Test` appears to fail on our self-hosted CI runner when the GPU is being used by another process.

Investigate whether this is due to test fragility under GPU contention, missing synchronization/cleanup, or runner configuration. The outcome should be either a code/test fix or a CI-side mitigation so the test result is reliable.
