Probably best way to do this is have upe nationals host the database, and this repo can be a configurable front-end (allow easy color, name, authentication drop ins). This way different chapters would host this frontend wherever they want, and hook in their own authentication schema (access to database controlled with API keys generated for each chapter). So each chapter gates access to portal for their members, but portal data is shared among all participating chapters.
