Support for DarkRP

Someone has requested supporting DarkRP.
I will use this issue as a single place to track interest in this feature
And the required work to implement this.

I believe the main issue will be the various TTT-related hooks that are used to record information for the logs

• shared events
• server events

And translations, which use TTT's translation system

• translations core
• weapon name translations
