Create card retrieval script

[LNavick]

Set up a card retriever that:

• Retrieves cards from opfab card retrieval queue
• Maps parent <> child cards
• Send child card to ELK
• Checks if all participating entities (for eg., all the TSOs that are coordinating a remedial action) have provided a response to the card
• If no > exit, if yes > updates the parent card and sends to elk card-meta-index
