When launching biorouter acp, it appears that extensions are disabled and cannot be enabled. It is unclear if this is intentional.
To Reproduce
Steps to reproduce the behavior:
- install extensions (even just the default extension-manager extension)
- launch
biorouter acp from an acp-consuming client
- attempt to use or list available extensions/tools
- extensions are unavailable
Expected behavior
enabled extensions are available in acp sessions

- OS & Arch: ubuntu 24.04
- Interface:
biorouter acp
- Version: v1.87.1
- Extensions enabled: extension manager, jupyter-server-mcp
- Provider & Model: NRP - Qwen3, gemma
Additional context
Jupyter AI invokes things via ACP, so this is the interface we will use the most.
