[Bug] All resolution-level transformations do not seem to be applied to an image

**Describe the bug**  
From inspecting the code, the only resolution-level transformation that seems to be applied is for the first (highest resolution). However, there does not seem to be any noticeable effect in the viewer.

See e.g. coordinateTransformationsToMatrix at utils.ts or getOrderedTransformations at ome.ts
