Per-chapter references?

Right now, it appears that the references are all getting added to the last chapter. A quick check turned up this post:

Can we try that to see if we end up with per-chapter bibliographies?

@LiNk-NY will you try? I haven't been so successful yet at the full-book builds, although I will try again once I spin up a new AMI.

There are a number of issues with the 103_Waldron_PublicData.Rmd file. I've left it out for now.
