feature request: slicing from end

Hi,

It would be great to be able to slice from the end, more or less like tail works. Currently this requires a xsv count, and then a xsv slice -s with a manually subtracted number. Maybe --start and --end could support negative numbers similar to how python slices work?

xsv slice -s -10 gets the last 10 records
xsv slice -e -10 gets the record up to the last 10 records.
