[Chore] Replace Dependabot with Renovate

Remove the dependabot config and then setup Renovate (use the frontend repo as an example)

• Use minimumReleaseAge at 3 days (72 hours). This will give us a cooldown period for brand new releases to avoid Shai-Hulud (zero day) issues.
