Perform a new release/tag

I think this rastertools version is ready for a new release.

• We would need to: check the tests, are they working correctly?
• make a new release, at least a tag

We will need it for https://gitlab.orfeo-toolbox.org/remote_modules/let-it-snow.

Before closing this issue, I'd like to discuss the relevance of https://github.com/CNES/rastertools/blob/main/CHANGELOG.rst since github tracks the release notes https://github.com/CNES/rastertools/releases.
I think we can remove this CHANGELOG.rst

OK to remove it, but pointing to releases in the Readme.
