`get_distributor_list` accessor for indexers

Problem Statement. Distributor list is stored in Map<Address, bool> but there is no
view function. Off-chain indexers and dashboards have to maintain a parallel list.

Why it matters. Indexer accuracy depends on source-of-truth accessors. Without one,
audit UIs grow stale.

Technical Context. KEY_DISTRIBUTORS currently has no get_distributor_list.

Expected Outcome. A new view function returns Vec<Address> (or paginated
(cursor, limit) -> Vec<Address>) of currently-registered distributors.

Acceptance Criteria.

• Returns empty Vec after init with no add_distributor calls.
• Returns sorted list after 3 add_distributor calls.

docs/onchain/api.md (new).

I would like to request assignment for this smart contract ticket to add a view function for our distributor list.

I will implement a getter function in src/lib.rs to retrieve the registered distributors as a sorted vector from the underlying mapping, ensuring off-chain indexers and audit UIs have direct access to the single source of truth, and document the new API in docs/onchain/api.md.
