For the discussion here #302, it might be better to move the utilities for setting up the surface fluxes perfect model calibration to the tests directory because it is only being used for tests. It is unlikely that we would add another experiment for ClimaCalibrate as calibration experiment should belong in the model's respective repository (e.g. ClimaLand and ClimaCoupler).
