Cfg_file could not be found after installing with pip

File /etc/wtop.cfg is not created after installing with pip.
Copying the file from source fixed the error.

System:

• Ubuntu 14.04.5 LTS
• python 3 + 2.7
• python-pip 1.5.4-1ubuntu4
• python-pip-whl 1.5.4-1ubuntu4

/etc/wtop.cfg is the last place it looks and it doesn't install there by default. HelpLogrep excerpt:

   -c CFG_FILE       Feed logrep a custom config file. By default it
   --config          will search for a file to use in the following
                     order:

                        VirtualEnv + /etc/wtop.cfg
                        PYTHONUSERBASE + /etc/wtop.cfg
                        USER_BASE + /etc/wtop.cfg
                        Python Lib + /etc/wtop.cfg
                        /etc/wtop.cfg

                        Platform appropriate path separators are used.

If you installed within a Virtual Environment (ex. mkvirtualenv -i wtop wtop), the config should be in ~/.virtualenvs/wtop/etc/wtop.cfg.

If you install via sudo pip install wtop, the config should be in /usr/lib/python2.7/dist-packages/etc/wtop.cfg

You can see which configuration files are found or not found by invoking logrep -d.
