Parking Lot Polygons should use category to determine color

There is a category property that will have a value of public, restricted, or private.
Public has no restrictions - this should be BLUE
Restricted has some restrictions - Orange/Yellow color
Private is generally a Tow Away Zone - Red is the color here
This is to convey visually to the user where the best parking options are when they are looking at the map. Blue is used instead of green to aid users with red/green color blindness.
