Change meeting attendance status from 'late' to 'excused'

- Replace 'late' status with 'excused' in MeetingBasedAttendance component
- Update SQL migration to support 'excused' status
- Excused attendance counts towards points (same as present)
- Update UI legend to show "Excused" instead of "Late"
