feat: allow admins to edit any job posting

- Added role-based permission check in JobListingsTable
- Admins (role_id 1 or 4) can now edit and delete any job posting
- Non-admins can only edit/delete their own job postings
- Shows 'No actions available' for non-editable jobs
- Imported useUserStore to check current user role

This ensures proper access control while giving admins full management capabilities over all job postings.
