Good (insert generic time here)!
I'm currently on minecraft 1.13.1, and trying to get PhatLoots to work. The only command that it brings up is /loot, and when I run that, it just tells me how to bring up the help menu. So I decided to see what was in there. Just /loot help. That's it.

So what am I doing wrong? Is it the set up in the files? Or is it something else? I've tried reinstalling the entire plugin, and I have the same issue. What is going on?!

I know I'm late, but this version of PhatLoots does not work on 1.13. However, I'm maintaining a version that supports 1.13 here: https://github.com/RednedEpic/PhatLoots
