Command code LLMs are not able to access files outside the folder they are initiated from

Summary

Previously command code was able to access files and folder from other file location but currently it is not able to do that.
even being in --yolo mode, the harness prevents the ai from accessing the files from other folders or location in the system

Expected Behavior

The harness should allow the AI to read and write files in different location.

Actual Behavior

The ai denies to read files from other paths of the system even if the full path is given.

Steps to reproduce the issue

1. ask ai to read file outside the current folder
2. denies to read
