Implement Retry Logic for Failed Notifications

Description

Notifications that fail due to temporary errors should automatically retry.

Tasks
Add configurable retry count.
Implement exponential backoff.
Log retry attempts.

Acceptance Criteria
Failed deliveries retry automatically.
Retry behavior is configurable.
