Add a Grant Data Quality Score

Hi team, I have worked on data-validation and dashboard features before (JS/TS, Next.js).

For #166 - I would fix this by defining the required fields, adding a utility to calculate a quality score for each grant (lower for incomplete records), and adding an admin view to list grants that need improvement. Simple, no external dependencies.
