Allow Modular Goggles to be placed on any helmet

Suggestion
Allow modular goggles be installable on any helmet type.

Current Behavior [Optional]
You can only install modular goggles on the Netherite Helmet

Justification
In some modpacks, Netherite is not the strongest material. I hope this change could be done via making this an NBT data for any sort of item with a helmet tag or head-equippable attribute.
