Num lock on boot

The Num lock settings in COSMIC's preference system seems to only set the num lock after user login. it would be nice to have it set for cryptsetup, COSMIC greeter and desktop.

To partially solve this problem:

1. To enable the Numlock in a COSMIC session, launch the command cosmic-settings keyboard from a terminal (OR go to "System Preferences" menu, then "input method", then "keyboard"). Search for Numlock boot on state menu and set it to "Activate".
2. To enable the Numlock at the COSMIC greeter (user login) step, launch this command after completing Step 1:
   sudo cp ~/.config/cosmic/com.system76.CosmicComp/v1/keyboard_config /var/lib/cosmic-greeter/.config/cosmic/com.system76.CosmicComp/v1/keyboard_config

Enabling Numlock at the disk decrypt stage seems more difficult. It will require to run /run/current-system/sw/bin/setleds -D +num before the systemd "cryptsetup.target". It does not seems to be possible to do at a so early stage of the system boot.
