Chrome incognito tab notification is showing a circle progress bar in island although there's no progress bar in the notification.

Steps to Reproduce

1. Launch chrome
2. New incognito tab

Same for me and it's on all chromium browsers, I'm using Quetta and im getting the progress bar aswell
