对于想节省token或者不需要标签生成的用户，提供一个选项来关闭标签生成

当前有自动生成标题开关可以用来关闭标题生成，应该也同样增加一个自动生成标签开关允许用户禁用生成标签。话说目前标签在前端还无法查看，是不是应该把标签功能完善一下？
