How to support discovery of BLM apps/code repos? And code.gov.

Code.gov effort supports a code.json that would be hosted at https://www.blm.gov/code.json. This file can be automatically generated based on the DOI-BLM organization on GitHub using the GitHub API.
This is where having one BLM organization rather than multiple more-specific organizations is beneficial. These types of inventories, data calls and other administrative tasks can be consolidated if/when all applications are in GitHub.
