Runservices should use timezone aware dates

Currently dates are stored without a timezone, this is less useful than if they had this information.

@jcpunk is the request here to include timezone in the dates? If this is wanted through logging, daqpytools offers this. I see that the run number and run registry currently print everything, this would be simpler if using logging which handles the time, date, and timezone for you.
If this is not what is wanted, please clarify

stores the datetime, but not the timezone of the stamp.

It feels like this could cause some confusion long term as the global scale of DUNE increases. Technically it appears use UTC so the time is consistent globally - but I don't think that is called out in the data storage.

If someone makes a buggy chang and timezones are altered, the 3bits postgresql uses to store the zone info would be well worth it.
