More configuration info in the RunRegistry

At the CCM meeting in Wed 23rd Nov, we discussed that it would be nice to have another key in the run registry to be able to access runs which have particular configuration. I think we settled on saving the name of the configuration in the run meta-information.

configurations are stored in run-registry but if changes need to be made, they need to be made in oracle first before we change the microservice image

Long term it might be beneficial to move the run database into postgresql we control so we don't need to worry about the regular password changes.
