Disable notifications on vulnerabilities detected by Inspector

A simple way to disable these notifications is by reverting the appropriate changes introduced by 2cafe19, specifically to terraform/shared/shared.tf.json.template.py.

It should also be confirmed that the following EventBridge rule is deleted in the deployments where the change is employed:
