Add table of contents to README

Summary

As more skills are added, the README will become harder to navigate without a table of contents.

Proposed Solution

Add a ToC section after the intro that links to each skill's section. Consider using markdown anchor links so it stays maintainable.

Acceptance Criteria

• README has a table of contents section
• Each skill has a working anchor link
• ToC is easy to update when new skills are added
